Does it go on the inside of the glass, or does it mount on the outside?

It goes on the outside of the glass. We've had ours on since December. Very durable!

It says 13x6x2 and one of the answers here is 13 1/8 x 10 1/8. Which size is it now? Too many different sizes from different ppl.
