Does it come with all the extra parts to convert it into a toddler bed and rails for full size?

No, it doesn’t. You can drop the mattress down to the lowest level and remove the front of the crib, but it doesn’t include the toddler guard rail or full size bed slats. You can purchase them directly from the Delta website though.

Does this smell? I bought a similar product and it smelled up my room for a while.

Purchased this crib and it arrived last week. The paint smell penetrated through the box before opening. Once opened, the smell was very strong and I had a headache the rest of the day. We moved it beside our back door but I can still smell it when I walk by. Will likely return.
