when it works right yes it can, but these did not work well so they got stuck on my walls and made it hard to clean off

Well, the can has the green recycle arrow symbol on it, which I assume means recyclable. & the description says "safe for kids and the environment" and I don't remember picking all the string up after our party... and it rained the next day and the string was all gone...
