It has DSI XL listed on the package.

How long is the cord on this charger?

It's a good length. My car charger is in the middle of my car & my son was able to to sit back comfortably in the back seat & play his dsi.

Is this compatible with the new 3ds Xl?

Yes I think so. I have xl but not the newer 3ds

Does this work with a 2DS?

As far as I know, the 2DS uses the same charger as a 3ds and 3dsXL. So I dont see why not. (yes it can work)
