The contact is closed when the float is in the horizontal position. (It can be used for filling and emptying a container simply by mounting the switch so that it floats up or floats down.) I have used them to fill a water barrel in a greenhouse and to empty a sump in a basement. Two switches and a relay required in both cases for an auto fill or empty system.

If the tails are connected out of water is the rest of the switch fully submersible?
