Will the pop up drain assembly work on a non-overflow sink?

I do not know that, mine has an overflow.

does the pop up drain allow for complete emptying of the sink or does some standing water remain?

Works like a normal drain when open. Fully empties sink. It simplifies installation since there is no other required levers or plungers.

Does have replacement cartridge?

It is just a beautiful faucet. Bought a 2nd one for my 2nd bathroom. Everybody ask where I found them. Love them.
