What are the interior dimensions?

I haven't measured; I just know that cupcakes in tulip shaped liners fit just fine. And, I love the head room in these containers. Room for frosting and garnishes.

How deep or tall are they, Do tulip wrappers fit?

I have not used tulip liners. But it should fit. With the top on the cupcake holders it’s about 4 1/2 inches tall. I make fairly tall decorated cupcakes and it fits.

Will these work if I have a cupcake wrapper around the liner?

I use the tulip shaped liners and they fit just fine.
