Is the cable removable? If not, how long is it?

My keyboard has a non-removable cable that is about 1.5m long.

Can the lights be turned off?

Yes, there is a keyboard shortcut to change brightness and lighting pattern. What's nice is you don't need to install any software to control the backlights.
