Everything in California seems illegal. With that said, is this legal in California? Don't want to break any laws here.

I just looked it up on Google as I would highly recomend you do yourself especially where legal issuse are involved. I'm not form California. I'm from Missouri and the Balista Bat Reverse is completely legal here for target shooting and hunting. Unfortunately in California your crossbow needs to have a draw weight of at least 125 lbs.(which the Bat Reverse does at 150lbs.)  and have a draw length of at least 14 inches (which the Bat Reverse most definately does not) and the stock of the crossbow must be at least 18 inches long (which the Bat Reverse definately does not have as it does not come with a shoulder stock at all and even if you add the the $159 FAB Defense Cobra stock that Ballista sells for this bow you're still comming in just shy of 15 inches. Hope this helped.

Will this harvest deer?

The answer is a qualified yes. It won't drop a deer from a great distance but 30-40 yards (perhaps a little more) it should be effective. It would be necessary to use hunting bolts and broadheads, not the practice bolts that came with the BAT or Reverse bat. I also use the Ballista red dot sight. Your steady aim is an even bigger factor.                                    
The FPS is amazing and I easily bury the practice bolts 90% deep into rubber mat targets from 30 yards.                                                                                                                                                                                                                                                                                                                                                                                                                                                                                        .
