One end is free the other end is perforated so you can tear it from the roll. This product is a large round cylinder of strips. So yes, you can tighten, tear, cut. They are wide. They are perfect. When I wear an updo, I use them every night. The roll lasts forever. If you tighten too much they will break but you still have plenty to still tie. You can tie a bow with each strip.. love this product. I will be a repeat buyer.

Do these wraps self seal like the ones at the salon or like the sports tape?

I believe its self sealed if not you can return.

Can I use while under blow drier?

Yea you can. Once you wrap your hair, you bran sit under hair dryer.
