How hot does this board get controlling 8 light circuits when all are on at and running toward their max load?

They are okey. They are not getting too hot.. They have built in heatsink already. Please let me know if you have any question.

Can this be pwm driven or is the code much more complicated?

The code is more complicated. You have to use the zero cross functionality as an interrupt and then trigger the triacs based upon your countries AC sign wave frequency and how much dimming you want.

The wiring diagrams shows the "sync" pin connecting to an arduino i/o pin 3. what does this do?

SYNC pin - this is zero cross detector. It connected to the arduino external interrupt, which detect zero cross.

I looked at the sample code for using this with an arduino. where does the timerone.h code come from? i.e #include
