What is the max charge rate (in amps) that I can charge this using my balance charger?

Personally I wouldn't charge max rate will ruin battery faster and u will have shorter usage bcus of quick power loss. It should say n specs on package.

Will this battery work in a stock arrma new big rock 2020

No it will not, the big rock can only take up to a 3s lipo and this is a 4s. The big rock also has the ic5 connector as this battery comes with an ic3 so it won't plug in. This is also a 2200mah pack, I would look for at least a 5000mah to get a decent amount of run time.
