How do I install this new plug? Good addition to my hot tub spa replacement parts.

Cut off bad plug. Strip wire. Unscrew cover of new plug replacement 3 prong. Attach wires to correct terminals. Screw cover on new plug.

Press test and light does not turn off, can i assume it is this plug? i need a new gfci plug?

When you press test, the light will turn off. If yours doesn't, then it is the gfci plug replacement.

With one of these does the outlet you're plugging into not need to be gfci protected? will this do that job?

It is a GFCI for the device it is wired to. I wired it to an electric pressure washer, replacing the original GFCI plug that for some unknown reason failed.
