No, I don't think it's reversible, but it's not heavy.

Need cleaning instructions...don't think I can throw it in the washing machine!???

I put the cape in the dryer with a "Dryel" sheet to dry clean it. It did fine. If you are concerned about using the "home" dry cleaning method I would even take it to a dry cleaner to have it freshened up. I didn't put it in the washing machine so I can't say how the cape would survive.

I'm 5'11" and going to a masquerade prom, is this too big or small?

It depends on where you want it to fall on your legs. it's pretty long. I'm 5'6" and comes to my ankles.

how maleable is the collar? will it be stuck up right or will I be able to bend it however i want (a little more down close to the shoulders)?

Yes you will be able to bend the collar a little close to the shoulders. It worked great with my phantom costume
