will these fit the 3931A vac?

The 3931A looks to be a wet/dry vacuum. These filter bags are for use ONLY with dry vacuums, so I don't believe they would be compatible. These are made specifically for the VAC090 and VAC040 Series dust extractors and specifically warn that they will be damaged by wet-vac use. You may want to reach out to Bosch to check which filters are compatible with your vacuum
