Can a shutoff float be attached

Not to the pump, because it has no water line to the water input from the source, only as it provides output from the water tray/trough/tank. A water shutoff float can be installed between the water source and the filling water tank as it gets to the level desired.

Does this item come with the hoses?

No it does not. It's just a replacement pump.

Will this work with a mastercool mcp59?

Yes it just sits on the bottom.

Will this work with mastercool mcp44?

Likely, not a great deal of variation in parts for swamp coolers as far as I'm aware.
