You can use this anywhere externally. As for why you would you use it, it seems that if you don't have a reason is mind, it doesn't matter! Or rather, if there is something you DO want it for, just use it for that, and then, if you want to experiment, and see what it does on your face, give it a try. If you check the label (one of the pics on the left side of its Amazon page) it has a long text section where it talks about typical uses, including treating oily skin. However it can be useful wherever you might want to apply its constituent ingredients (eucalyptus, camphor, clove and globulus oils) in a very diluted, water soluble form.

What’s the difference between this bottle and the seabreaze sold in Walgreens facial section?

Sorry I'm not sure.I've never seen the bottle of seabreeze sold at Walgreens.

Is this the fresh scent?

The item I bought was the green Seabreezr, not the blue - I prefer the green which I think of as the original formula. I don't know if it's called fresh scent - the container doesn't call it that.
