can I use this while trees are in fruit?

Of course. It seals the fruit from insects laying eggs and it smothers existing eggs.

how is this different from Neem Oil?

The all season's oil coats the insects and smothers them as insects breath thru their skin. Neem oil does similar and also when is taken in by the insect while feeding it makes the insect not want to eat. Neem also prevents some plant diseases Both are safe organic insecticides.

Is the "mineral oil" in this product the same petroleum product that is sold in drug stores for use as a laxative?

Yes. Mineral oil is a petroleum distillate chemical produced in huge quantities in oil refining. It is non toxic and non reactive, and I suppose it “naturally” occurs in oil deposits. This is thinner than otc mineral oil due to additives.
