Jan 2022 - yes, it is capable of being used to connect the power bank and the 'charger' that you plug into an outlet. the rate/speed of charging depends on the 'charger' and the bank. the cable itself will work just like any other cable (i.e., based on the correct type of usb connections for charger and bank. Note one end of cable is type 2 and the other end it type C.
