It would but the colour won't be as visible.

I have black hair with some permanent white hair and i want all my hairs to be black....what should i do??

Just use any dark shade colour dye powder what ever and put it in for an hour it will stay bark until the new hair comes

Yes depends upon your hair color, since I have dark hair I had to get it bleached
