Once attached, how much suction do they provide? going to use them to hold a scuba tank to the side of my boat. also, how big is the suction foot?

They are for electronic devices and we definitely would not recommend using them to hold a scuba tank. The foot is about 2 inches in diameter.

Do it loosen over time?

If you're talking about the suction cups effectiveness over a period of time, well no, they remain a good product. Other than that, the cups worked immediately... loosening in my case (an Imac glass cover).

Can this be used on an even surface; for instance pulling a large dent out of a downspout? Thanks!

Possibly, depending on the situation, the dent, and the surface of the downspout. These suction cups are specifically meant to be used on a smooth surface, such as glass. They do work for many automotive dents. So if your downspout is smooth they might, if not then they probably won't.

Good suction cups, no complaints, simple and gets the job done

These are great little suctions cups. Used these to refurb a 24'' LED Apple Cinema Display and they work really well in suctioning to the glass surface of the monitor and giving me a good, yet confident, grip to assist in removing the glass panel. All in all, a great buy. The product is made of plastic but is still of superb quality, I find. All in all the product justify the price. A good pair of suction cups that has great utility, decent to good quality and seems to be able to last a decent amount of time.
