Yes the same strap you would use to mount it to the spare tire would be use on the tail gate instead.

I like the bag. It's great for carrying my wet gear and recycle cans and bottles while camping or just hitting the beach for a day. One of the plastic buckle clips did break due to my overtightening. Be careful with those.
