Do i drain my radiator completely before i add the powder, or do i out the powder in with half fluid in?

Add the powder to a nearly full of coolant radiator. The powder gets moved around with the water and ends up near the leak to plug the leak. It is only suitable for small leaks.

can this stuff seal a leak in the top part of the radiator?

I used it to seal an aluminum core to plastic tank leak. It never leaked again.

Is this a temporary fix or a permanent one?

This product works well and may fully stop the leak. However, leaks come in different forms, sizes, and may worsen with time and/or stress. Therefore, no leak stopper is 100% to be a permanent solution. Hope this is helpful.
