how soon can i add treated tap water to tank after adding the stress coat?

I add it to a bucket of water so it can mix and then pour it into the aquarium.

Does this act as a normal water conditioner and replace any other? Or is this to be used in tangent with other name brand conditioners?

Yes it is a water conditioner as well as a fish stress/slime conditioner and can be used without any other water conditioner..providing you have normal tap water..not to alkaline or acidic..so to might be a good idea to test your water first.
