Internal bore is about .190 inches. A true #4 Ford is .160 inches. This is not a #4 Ford. It should take 10 seconds for water to run out of a cup if it is #4 Ford. This does not do that. Not sure what it is as I can't find info on the bore sizes of the various other types of viscosity cups. Don't know the rest of your questions.

Will this work on any liquid? And do you time it or how does it work

It can be used on any liquid but the lower the viscosity the less time it takes to drain from the cup the less accurate the calculation will be. I use it on finishes so do not calculate viscosity but rather through trial and error have found the correct thinning to suite my equipment and materials.

can this be used with latex paint?

yes it can but the paint will be thinned to work correctly.
