Does the developer harm your hair?

It can be very drying to your hair, but I always use deep conditioners or a protein conditioner that sits on for 10-15 mins a few days before I do my hair to get my hair as strong and healthy as I can and then the day after I tone I deep condition.

Do you have to use a 20 vol. developer w/this toner? Thank you.
