At what yardage is the parallax set for this scope?

50yards if it's the rimfire, 100yards for the normal one.

Yes but why not go with at least a 3x9? If your shooting in an area with limited line of sight( 100 yrds. Or less) I would say it would be fine.

Does this scope have 1/4-inch at 50 Yards Reticle Adjustments?

I was limited by a short firing range for the longest time and so I did a little number crunching. Hopefully this makes sense: .25" divided by 100 yards equals .0025" per click per yard. Multiply .0025" by 50 yards and you get .125" (one eight of an inch) per click. At 25 yards it becomes one sixteenth of an inch per click. So, you'd get one eight of an inch adjustment per click at 50 yards. So far this has gotten me close enough to make rough adjustments, and then I fine-tune at range. Here's a rough chart: Per click at range: .25" at 100 yards; four clicks per inch. .125" at 50 yards; eight clicks per inch. .0625" at 25 yards; sixteen clicks per inch. ...and so on.
