Q: Will this help the loose steering on a gladiator?

I have one on my JTR, and it will definitely help stiffen up the steering tremendously, and help improve the drivability and handling, but it it is not a cure-all. I’m thinking about adding the Synergy brace to mine, as well, to really lock down everything 100%.

Q: does this have the tie rod clamp as shown in picture?

The one I received did not have the tie rod clamp...only included the bracket to replace the stock connector bracket that is shown in the other pictures.

Q: Does this come with the relocation bolt?

No It doesn't come with a relocation bracket and you are going to have to to check to make sure you get the right BOLT for it from mopar. On newer models it requires a different bolt. This one is supposed to go were your current steering stablizer goes. I believe you can get one with a relocation bracket.

Q: Can the clamp to tie rod be interchangeable? Can it purchased separately?

The tie-rod clamp is purchased separately if you want to mount it that way. The standard axle mount that comes with it works very well.
