Yes, all of the Lego Dimensions figures are the normal minifig size.

Can these mini figures be removed from the platforms?

Yes!! That is one of cool features of the Lego Dimensions packs. They're really neat!

does anyone have the instructions to build the dragon for this set?

Go to Lego website, click on products and then find the Lego Dimension and click on that. Once your in Lego Dimension click on products again. Scroll down to fun packs and click on 71239 Lloyd Fun pack. Below the video you have three symbols, click on the one on the right. That will bring up the building instructions. Scroll down and highlight the "Lloyd's Golden Dragon", then click on the download button. You have all building instructions for all characters and the rebuilds on this site. You should be able to take it from there.
