Q: Can I hook a solar panel to this?

A solar controller with +5v output is well advised, or alternately a 12v panel w/ 12v controller and then use a car 12v 1amp to USB converter.

Q: I am considering connecting a solar panel to the charger. What is the maximum voltage the charger can tolerate?

The TP4056 chip on the board says in the datasheet a maximum of 8 volts can be applied to the chip. I don't have it on hand to check, but you can add the voltage drop of any components in series with the power input and T4056's Vcc. Example, if a reverse polarity protection diode with a drop of 1 volt was before the chip, the maximum goes up to 9 volts because after the diode, there is now only a 8 volt potential difference.

Q: What is the voltage on the Out pins?

about 5.1volts. I used these to power some Arduino Pro Mini projects using a single lipo18650 cell with good success. The output voltage is 5V regardless of input voltage or if it is running from battery. According to the chip datasheet you are not supposed to run a load and charge the battery at the same time but I had no problems doing so as long as the load was mild (<500ma).

Cheap enough to get a bunch!

When the blue LED came on with power, I felt like the Mogwai in "Gremlins"- "Bright lights, bright lights!" - dang, that thing is bright. Just waiting on a soldering iron to affix the crocodile clamps I bought separately and we'll get to charging!

Use a heat sink!

I had one board burn up on the first try. I ended up buying some thermal pads and repurposing a heat sink I had laying around. Now I can charge my flashlight batteries at work. Using a heat sink keeps the temperature down which I'm positive will extend the life of these little circuits.For my second project, I changed the resistor (R3) to lower the charging amps. I added just the thermal pad to this one and it doesn't warm up that much.
