Which Rustoleum Primer is best for aluminum on the sides of a pontoon boat. Is it the Marine Primer for Metal or Latex Aluminum type.

If using an oil based paint such as Rustoleum topside paint, oil based Marine Primer for metal would be best. If for some reason you are using Latex paint then Latex primer would be good. You will not get the gloss of topside paint with a Latex though.

Can it be used on the under side of a boat that does not stay in the water continuesly and is being towed ocassinally

Yes, I have a small boat and tow it to various lakes. It stays at home on the trailer weeks at a time. The paint stands up well.

can this be used on the metal edging of an inground swimming pool?

I wouldn't see why not. Its very durable paint. As long as it's prepped well. I'd definitely get the primer required primer. I painted a 50 year old saltwater aluminum boat and it turned out awesome
