Q: Is this food safe (for utensils)?

Thats not true! Some wood finishes, even some VG ones, are not for food contact surfaces! I use WATCO Danish Oil for food contact surfaces but you must adhere to the mfg.'s time span for the item to become safe for food contact. Poly finishes lie above the surface in later coats and not something nice to eat! Mineral oils are sold widely for food contact with wood, also common kitchen oils work great: olive oil, peanut oil and others work fine but must be maintained. I begin with WATCO as it's a polymerized oil the penetrates below the surface then hardens, after maintenance can become the kitchen oils mentioned. Another point on wood for food contact: read about safe use of wood for cutting foods. There's a real reason no butcher shops now use wood to cut meat as was true for hundreds of years. Wood can harbor bacteria-so plastics came into use. As a lifetime woodworker, I mostly use wood cutting boards for cheeses. The new thin poly cutting mats that come in sets are our go to kitchen cutting surface now days.

This is an oil-based poly finish. When I need to thin it, I use a small amount of naptha.

Q: Can I use this on stairs?

You could, but I would use a heavier bodied finish (solids), like one for hardwood floors. This Watco product is easy to use, better suited for wood carving or detailed areas. Not high traffic areas.
