Can these be used instead of standard G9 40w Capsule bulbs?

I think so mine were the old type and they worked fine

Blinking lights when 2 leds fitted, stable if fitted with original bulb in 2nd socket, any idea why?

I am an electrician by train & LED flickering can be caused by a number of issues. Faulty driver (in the LED itself) poor connection, faulty wiring & incompatibility. If you haven’t tried already, swap out both LED lamps. If it’s the same side that flashes then it could point to a poor connection or faulty wiring. If the flashing persists regardless of which socket the original gas filled lap is fitted then there may be an incompatibility issue. Also if you have a dimmer switch, it might also be incompatible. There are also a few links on YouTube that might help.

Desk lamp. Is it good for reading?

Not sure about desk lamp, however, I have these installed in a hall lamp and they are very bright.
