Q: hi can it store 5kg rice?

no…just can store around 4.5kg

Q: any good for t.bags ( i bought 1600 ,want to keep them fresh

Yes it will work well for tea bags, though whether it will hold all 1600 I don't know. My tea bags come in foil bags, 40 to a bag, so I would only open enough to fill the container and leave the remainder in the foil bags until i needed them

Q: Would it be good for washing powder and how much would fit in?

Yes it would be suitable to put washing powder in, it just about fits three it's flour.
