Yes, it should power any IP phone if they meet the international standards.

Has anyone used this at temperatures below the quoted range 0 - 40 degrees C?

You should not use it outside of this range its quoted for a reason I'm sure tp-link will have tested this you will reduce the life of the device

Hi I am looking to power 2 12v camera's is this capable of doing this??

many PoE cameras can ALSO be powered with 12V via a different connection. PoE supply is around 48V, NOT 12 V . If your cameras support BOTH 12V AND PoE, and they don't need more than 30W per camera, then the answer is YES the switch will power the cameras, but via the PoE Ethernet port, not via the connection that takes 12V and would be damaged by the PoE 48V. there are (outdoor) cameras that have a heater inside and when the heater is swithced on , they use more than 30W to this could be a problem. Please check your cameras for this aspect I hope this helps

Can this be used with a powerline adaptor ? Camera is poe and is on my garage, so need to use powerline.

You can have a powerline feeding into the switch and the poe from the switch wound then carry data and power to / from the camera. Be aware that if your garage has its ow consumer unit then a powerline in the garage may not communicate with a powerline in the house
