Q: Could I use this with a nice monitor as a home computer for doc writing and web browsing?

Yes, would not be an issue and LibreOffice is not bad at all. But, if you plan to do a lot of browsing / Excel/Word type stuff, upgrade to Raspberry Pi 4b 4GB, more than adequate to do what you want.

Q: Well. i just noticed it says charger is a type c. pi 3b+ is not type c like pi 4. does it come with both??????

Charger form factor is micro USB, not type C. Reference to type C possibly may indicate amperage rating compatibility.
