Could I use this to make a volcano?

The thicker the paper mache, the longer it will take to dry. You can use this to make a volcano, you would need to build the layers up slowly. Could you consider hallowing out a cone of styrofoam and using the paper mache to coat the outside of the cone? That would probably be more successful. Good luck.

Can you get a decently smooth surface without sanding?

It takes some doing, but I have been able to smooth out areas for walkways (I do quarter scale landscapes with this product), for example. But overall, the mixture remains lumpy. When I want a smooth area, I re-wet it and use my fingertips to "pave" that area. It takes a lot of squeezing and mixing to get the lumps out of the mixture.
