Q: Is this large enough for a 4 year old, or is it meant mainly for smaller children? (My son just turned 4 this September)

More for smaller children. My grandson is 4 and he doesn't play with it.

Q: Do you think a 4 year old little boy who is roughly 40 inches tall would enjoy this toy? He loves to fix things but he might need the bigger ones??

My son is almost 4 and rarely plays with it. Every once in awhile he will still play with it, it could be just because it isn't new anymore. I think this is more of a toddler toy (1.5yrs). He loved it at 2. The tools that came with it weren't very advanced either, there are other sets that have more interactive tools, I would look bigger or more advanced for a 4 year old. I would still recomend it for a 2 year old it was a great toy.

Q: Does it come with a drill?

No drill...but it does have other cool stuff included.
